Your commission rate is not fixed. It follows a level, and the level follows how many active referrals you have right now. Read the first level carefully, because it pays 0%.
Step 1: Read the five levels
These are the levels and the rate each one pays:
Bronze, from 0 active referrals, 0%
Silver, from 2 active referrals, 20%
Gold, from 10 active referrals, 25%
Platinum, from 50 active referrals, 27%
Diamond, from 100 active referrals, 30%
Step 2: Understand what Bronze means
With 0 or 1 active referral you are on Bronze, and Bronze pays 0%. Two active referrals are the whole distance between earning nothing and earning 20%, so this is the first thing to fix. Anything a shop pays while you are on Bronze is recorded at 0% and stays there.
Step 3: Know when your level changes
Your level is worked out from the count as it stands, so it changes as soon as the count crosses a threshold. There is no monthly review and nothing to apply for. It moves the other way just as quickly: if the count drops back below a threshold, so does your rate.
Step 4: Find your own level
On Dashboard, the Partner Commission card shows your current rate. The Partner Level card below shows Current level with your rate, a progress bar, your count against the next threshold, and all five levels with your own row highlighted. The line under the bar reads Next level at 10 active referrals (4 to go). with your own numbers, or You have reached the maximum level. once you are on Diamond.
