Your level is driven by a single number: your active referrals. It is not the number of shops you have referred, nor the number of installs. It is the number of subscription records we currently hold as active across all the shops credited to you. Price plays no part in the count.
Each active subscription counts once. One shop paying for three Progus apps counts as three active referrals. Three shops each paying for one app also count as three. The figure is on Dashboard as All Active Subscriptions, and the level table compares it against its thresholds.
These add nothing to the count:
A shop that installed an app but has no active subscription for it.
A click on your link that never became an install.
A shop that uninstalled the app.
A subscription the merchant cancelled.
A subscription sitting at pending, or on any status other than active.
On the Customers page this is easy to check: a row whose Subscription column reads free is not contributing to your level.
A subscription that is still in its trial is treated as active and does count. If the merchant drops out before the trial converts, the subscription goes away and the count falls again.
Cancellations and uninstalls remove subscriptions from the count on the spot. A subscription the merchant pauses stops counting for as long as it is paused, and counts again once it resumes. An uninstall removes every subscription that shop had for that app, so a single large client leaving can drop you a whole level.

Watching the count is the practical way to plan: two active subscriptions is the difference between 0% and 20%.
