Your account works for tracking referrals the moment it is verified, but it cannot be paid until there is a PayPal address on it. Partners with no PayPal address are left out of the payout run completely. Nothing is lost while the field is empty, the balance simply waits, but no money moves.
Choose Account in the left navigation. The first card is Personal Information. Your sign-in Email Address is shown but cannot be edited.
You need First Name, Last Name, Country and PayPal Email. All four are required, so the form will not save with any of them blank. Use the address your PayPal account actually receives money on, not a forwarding alias.
Press Save Changes. Because you changed the payout address, we email you a 6-digit code and open Confirm change of PayPal email. Type the code and press Confirm. The code is valid for 10 minutes and it is tied to the address you typed, so if you edit the address afterwards you have to request a new one.
Open Payouts. If the yellow Attention: PayPal Email Required banner is gone, the address is on file and you are included in the next run. If it is still there, the save did not go through.

Keep the address current. A payout sent to a closed PayPal account comes back as a failed payment and has to be repeated by hand.
