The portal shows two money figures and they answer different questions. Total Earnings on Dashboard is your lifetime total. Pending Payout on the Payouts page is what has not been paid to you yet. Only the second one is a balance.
Total Earnings is every commission ever recorded for you, whether it has already been transferred or not. It only ever goes up. Comparing it against what has landed in your PayPal account will not balance, and it is not meant to.
Pending Payout is the sum of every commission that has not yet been gathered into a payout run. It goes up as new commissions arrive and drops to zero, or close to it, once a run has swept it. This is the figure to quote if you ever ask us about money.
Under the amount sits Estimated payout date with the 15th of next month. That is the date by which the whole of the balance shown will have been paid, including the commissions you are earning this month, which belong to next month run. The part of the balance dated before this month is paid earlier, by the 15th of this month.
The Customers page has its own Total Earnings column, per shop, over the whole life of that shop. Use it to see which client is worth the most to you. Do not add those figures up and expect your balance, because they are lifetime numbers as well.
Read How and when you get paid for the cycle behind those dates.
Read Payout statuses and payment history to follow a payout once the balance has been swept.
